Chief Executive Officer
Under her leadership, Foothill Family’s range of community-based services expanded to meet the growing and diverse community needs and is now provided in 12 languages in schools, preschools, community sites and client homes in addition to our 7 family centers. The agency has developed a special expertise in providing services for families with children 0-5. Our newest program is a home-based Early Head Start Program in La Puente, El Monte and South El Monte.
Prior to joining Foothill Family Service, Helen served as the Executive Director of the Assistance League Family Service Agency. Helen received her M.S.W. from the University of Southern California and is a Licensed Clinical Social Worker and Marriage, Family and Child Counselor with a Certificate in Advanced Management. Helen is currently the President of the Association of Community Human Service Agencies in Los Angeles County and is a member of the board of the California Council of Community Mental Health Agencies.
Pat Avery, LCSW
Chief of Clinical Services
Pat Avery joined Foothill Family in 1979 as a Supervising Clinician. After serving as Intake Coordinator, and Director of Child Abuse Treatment, Pat was promoted to the Director of Clinical Services in 1992. Pat received her Bachelor's Degree in Psychology from Pitzer College, and her M.S.W. from University of California, Los Angeles.
Mary O'Brien
Director of Human Resources
Mary O'Brien joined Foothill Family Service in 2004 as the Director of Human Resources. Prior to joining the Agency, Mary worked in HR management, primarily in law firms in Los Angeles and San Diego for over 20 years. Mary is an active member of Professionals in Human Resource Assoc (PIHRA). Mary received her Bachelor's Degree from The University of Phoenix in 2000.
Catherine Rideau
Director of Development
Catherine Rideau joined Foothill Family Service in June 2009 as the Special Events and Volunteer Coordinator. Previously, she was Director of Special Events with Flintridge Sacred Hearts Academy, and has been involved in fundraising leadership for schools and charities in the Pasadena area for more than 15 years. Catherine received her Bachelor's Degree from Rice University in Houston, Texas.
Carrie Edwards-Chung, LCSW
Clinical Director, Duarte
Carrie Edwards-Chung has dedicated her career to improving the lives of children and their families. Prior to attending Graduate School, she worked with adolescent girls in a Group Home setting, volunteered her time as a Court Appointed Special Advocate (CASA) for the Los Angeles County Dependency Court, and provided intensive case management services to chronically mentally ill clients. After graduating from the University of Southern California with her M.S.W. degree, she worked as a Therapist providing residential and school based services. More recently her love for foster care and adoption led her to commit to build the Adoptions Program and provide Clinical Supervision at a local Foster Family Agency where she eventually was given the responsibility of Clinical Director of the agency, overseeing the Adoptions, Foster Care, and Mental Health Services.
Mrs. Chung joined the Foothill Family Services team in March 2011 as a Clinical Manager and was subsequently promoted to Clinical Director for Duarte. It is in this capacity that she hopes to continue to serve and empower children and their families.
Victoria Huangfu, Psy.D.
Clinical Director, West Covina
Dr. Huangfu joined Foothill Family Service in 2003 as a Psychologist. In 2005, she was promoted to the position of Clinical Coordinator and has served as Site Director for the West Covina office since January 2007. Dr. Huangfu received her Bachelor's degree in Psychology from Rutgers University in New Brunswick, New Jersey, and her Doctor of Psychology in Clinical Psychology from the California School of Professional Psychology in Los Angeles, California. She has worked in the field of mental health for seven years, primarily providing therapeutic services for children, adolescents, and families, as well as conducting psycho diagnostic testing and assessment to children.
Tami Mitsumori-Miller, LMFT
Clinical Director, El Monte
Tami Mitsumori-Miller joined Foothill Family Service in 2004 as a Clinical Coordinator for School-Based Services. In 2005, she was promoted to Site Director for the El Monte site. Tami received her Bachelor's Degree from Asbury College in Kentucky and her Master's Degree from Fuller Theological Seminary, School of Psychology in Pasadena, California. She has worked in the community mental health field for 12 years and has experience working with foster youth and providing intensive services to children and adults.
Sheila A. Thornton, LCSW
Clinical Director, Pasadena Oak Knoll & Family Center
Sheila Thornton joined Foothill Family Service in 1985 as a Contract Worker in the Clinical Services Department. In 2001 she was promoted to Site Director for the Oak Knoll/ Family Center Site in Pasadena. Sheila received her Bachelor's Degree in Sociology from the University of Notre Dame and an M.S.W. from Boston College. She has worked in the community mental health field for 27 years and has experience in foster care and adoption, child abuse treatment and prevention as well as domestic violence treatment and prevention and crisis mental health.
