Foothill Family Receives Nearly $2.5 Million California State Bond Grant for Helen Morran-Wolf Family Center Renovation Project

PASADENA, CA  – Foothill Family, a community-based nonprofit that works to create healthier families and stronger communities, receives a nearly $2.5 million grant ($2,486,168.76) for its renovation project of the Helen Morran-Wolf Family Center to expand Behavioral Health Services to the El Monte and San Gabriel Valley communities.

The grant is part of Governor Gavin Newsom’s Behavioral Health Continuum Infrastructure Program (Bond BHCIP) dedicated to responding to urgent behavioral health needs and creating even more residential and crisis treatment centers statewide.

“Across our communities, we see every day what happens when people cannot access mental health care when they need it,” said Steve Allen, Chief Executive Officer of Foothill Family. “More than one in five adults experiences a mental health condition each year, yet less than half receive treatment. This investment will help us meet a growing need by expanding access to high-quality, trauma-informed care for children, adults, and families throughout El Monte and the San Gabriel Valley. By increasing our capacity, reducing wait times, and creating a more welcoming and accessible environment, we can connect more people to the support they need before challenges become crises.”

Foothill Family’s renovation project responds to urgent behavioral health needs in El Monte and the San Gabriel Valley by expanding access to trauma-informed outpatient mental health care for underserved populations facing systemic barriers. The renovated facility will increase service capacity by 30%, while reducing long wait times.

Families in El Monte and surrounding communities, home to approximately 1.7 million residents, often face delays in accessing care and frequently turn to emergency departments when outpatient services are unavailable. With 9.1% of residents at risk for major depression and not receiving treatment, this project will provide timely, community-based care and help reduce unnecessary reliance on emergency services. Renovations will enhance privacy, improve clinical flow, and support flexible service delivery, including telehealth.

Across El Monte and neighboring cities, 22.7% of Medi-Cal beneficiaries report barriers to care. The renovated site will provide a welcoming, inclusive space with multilingual staff and culturally competent, accessible services.

The Helen Morran-Wolf Family Center in El Monte remains open throughout construction, with renovations expected to be completed in December 2026.
